A sensational disciplinary process is beginning: The Kassel regional council has filed a disciplinary complaint against Helmut Eichenlaub, the former district administrator of the Waldeck-Frankenberg district. The 70-year-old, who was in office from 1997 to 2009, is facing serious allegations that call into question the integrity of his administration. This is reported by the Borken newspaper.
What is particularly piquant is the accusation that Eichenlaub is said to have gained a financial advantage of over 100,000 euros through commission payments. The matter concerns, among other things, transactions with the Swiss bank LB Swiss, with which the district has invested a total of 38 million euros. In order to receive these commission payments, Eichenlaub, as chairman of the board of directors of Sparkasse Waldeck-Frankenberg, is said to have intentionally and unlawfully violated his official duties. The Wiesbaden Administrative Court has already confirmed receipt of the complaint, which indicates the seriousness of the allegations.
Past and consequences of the allegations
The origin of the allegations is anything but new: Eichenlaub was already charged with breach of trust by the Kassel public prosecutor in 2014. At the time, the accusation was that he had siphoned off a good 100,000 euros from banking transactions for private purposes over the years. In 2016, the district administrator was also confronted with a conviction for breach of trust, taking advantage, tax evasion and fraud, which was, however, overturned by the Federal Court of Justice due to formal deficiencies. Due to his state of health and limited resources, the judiciary in this matter dragged on for a long period of time until the criminal proceedings were finally discontinued in 2024 against a fine of 25,000 euros.
The regional council is now calling for Eichenlaub's pension to be withdrawn due to the alleged internal offenses. The disciplinary procedures were restarted after the criminal proceedings were discontinued. Eichenlaub had also been wrongly reimbursed for travel expenses amounting to almost 14,000 euros, which he had to pay back. He accounted for at least 70 trips, including to Zurich, Chicago, New York and Lisbon, and once to a business dinner that cost over 700 euros. A court ruling found that Eichenlaub's actions grossly violated the duty of economical household management.
