Cannabis in Hesse: Ten clubs start, youth consumption drops massively!

Hesse, the federal state with a pioneering role in cannabis legalization, now has ten cultivation associations that are officially approved for the collective cultivation of cannabis. So far, the Darmstadt regional council has received a total of 38 applications, which shows that there is great interest in the new legal situation. These clubs extend across the whole of Hesse, from Frankfurt to Darmstadt to places like Kassel, Fulda and even in the Gießen district, where two cultivation clubs have been approved. There are also corresponding facilities in the Vogelsbergkreis, Wetteraukreis, Limburg-Weilburg and Waldeck-Frankenberg. One of the innovations that will be particularly interesting for many people is private cultivation. From April 1, 2024, each person will have the opportunity to cultivate up to three cannabis plants for personal use. Things get even more exciting when you consider that communal cultivation in clubs has been permitted since July 1, 2022. This could theoretically lead to over 1,000 such associations being created in Hesse, significantly expanding the offering.

Youth consumption under the microscope

Especially at a time when the topic of drug use among young people is being discussed a lot, a current study comes as a surprise. The MoSyD study shows that young people's interest in cannabis consumption is actually decreasing. In Frankfurt, only 22 percent of 15 to 18 year olds said they had ever consumed cannabis. This is the lowest value since the study began in 2002. Bernd Werse, the study director, notes that the fears originally expressed that partial legalization could lead to an increase in consumption among young people have not come true. This positive news comes at a time when some were worried that legalization could have the opposite effect - but reality tells a different story, as tagesschau.de confirms.

Overall, the collective cultivation of cannabis has been permitted in Germany since last year, and Hesse plays a special role in this. The ten cultivation associations approved show that the country is a pioneer in the legalization movement. While the clubs are already in full swing, it remains to be seen how the legal framework will develop and whether more members will flow into the cultivation clubs.
