But what does this actually mean for the approximately 250 employees and the many services that Delta has offered so far? The company takes care of the areas of labor market, all-day school care, youth social work, integration and the environment. According to the district's plans, these tasks will either be taken on internally or outsourced to external providers in the future.

Respond to employee concerns

Delta's works council has already expressed criticism and fears that the range of services on offer could decrease significantly as a result of the new regulation. The administration, on the other hand, hopes that this restructuring will result in efficiency gains and a higher quality of offerings. In addition, the courses will take place in the district's own rooms in the future, which would significantly reduce rental costs.

Another point that makes people sit up and take notice is the complete integration of all-day school care into the district administration. This is also intended to avoid structural problems such as false self-employment and a lack of collective bargaining. However, the return to a collective agreement will lead to additional costs of around 300,000 euros, which will be covered by the school levy.

Changes in youth care

The restructuring also has an impact on youth care. The “Youth with Perspectives” (JumP) program will be discontinued. In the future, transition guides and expanded school social work will support the target group. Integration courses that Delta has previously offered will be taken over by the adult education center in the future.

Another area affected is Delta's social facilities. These include the “Mahlzeit” restaurant in Korbach and the “Arolser Waschkaffee”. The ownership of these facilities should be transferred to the cities of Bad Arolsen and Korbach or to an independent provider.
