Meißner: Municipal council decides on basic fee for water!

In the municipality of Meißner, an important resolution was passed on November 1, 2025 during the meeting of the municipal council in Wellingerode. The representatives of all three factions unanimously approved a resolution that deals with the restructuring of municipal finances. Mayor Friedhelm Junghans emphasized that Meißner is the only municipality in the Werra-Meißner district without a basic fee for water. This is now set to change as the introduction of a basic fee has been recommended. The fixed costs for the pipeline network account for up to 40% of the total costs and are intended to be distributed more fairly through this measure.

The upcoming adjustment provides for a consumption fee of 1.65 euros gross per cubic meter, although the current fee requirement calculation shows a shortfall of 9 cents per cubic meter. One positive news is that the existing wastewater fee remains constant at 5 euros per cubic meter. This was also decided unanimously in the main committee for finance and construction.

Important demands of the resolution

A central concern of the resolution is the demand on the state and federal governments to tackle a reorganization of community taxes. This particularly affects planning security and the relief of local administrations. In addition, reference is made to the principle of connectivity, which states that the state must provide municipalities with appropriate resources. According to Junghans, it is essential that 77% of the federal special funds that flow to Hesse are actually passed on to the municipalities. These financial resources would be a great relief for the strained budgets in the region.

The issue of fee policy is not only important in Meißner, but also affects all municipalities in Hesse. Measures that have already been taken to calculate fees are usually located in the area of tension between financial goals and the public discussion about the amount of fees. According to bdo-concunia.de, a user fee must also be charged for municipal facilities that serve the benefit of individual people or groups. This could prevent future financial shortages and support self-financing to achieve budget balance.

A look beyond the borders

In summary, the municipality of Meißner is faced with the challenge of adapting its financial structure to meet the needs of its citizens. The issue of fees and financial relief through increased funding from the state are central aspects that should now best be tackled together.
