A significant step in energy supply is about to take place in Hesse: A new program to support municipal utilities and smaller energy suppliers was presented today. The aim is to facilitate access to cheaper credit to promote investment in crucial infrastructure such as heating networks, energy storage and hydrogen and electricity infrastructure. Hesse's Economics and Energy Minister Kaweh Mansoori emphasizes: "The modernization of our networks is of essential importance for the future of our energy supply."

With this program, the state of Hesse is planning the largest investments in municipal utilities since the Second World War. According to hessen.de, the new financing model is intended to support municipal energy suppliers in order to improve their equity capital. Hesse's Finance Minister Prof. Dr. R. Alexander Lorz highlights the important role of municipal suppliers in the heating transition and the expansion of renewable energies.

Subordinated loans and guarantee frameworks

A central component of the program are the guaranteed subordinated loans, which make it possible to structure financing issues more flexibly. These loans are intended to be valued as economic equity and thus close financing gaps. The guarantee framework of the new program amounts to up to one billion euros, which is intended to expand the scope for innovative projects.

“With this program we are creating the basis for long-term investments in infrastructure and new technologies,” explains Mansoori. Applications for the new loan can be submitted from the beginning of December, which will offer many energy suppliers easier access to the necessary financing.
